Kevin G. Reams
President
Major Kevin G. Reams served as the Deputy Inspector General for Inspections with the Texas State Guard and has served 23 years as a Military Science Instructor for Clear Creek Independent School District. Kevin started learning about public service very young earning his Eagle Scout at 15 years old. Since that time, he has been dedicated to public service and training. He served as an instructor for the Sam Houston Area Boy Scout Council and for the National Jr. Leaders Course at Philmont New Mexico.
In 1993, he served as the Operations and Training Supervisor for Six Flags AstroWorld where he was responsible for training employees in safety, park operations, and CPR. In 1996, He received his commission as a 2LT in the Texas State Guard and was certified as a Military Science Instructor for CCISD in 1997. As a military officer, Kevin has served in various roles such as the Commanding General’s Aide de camp, Deputy Operations, and Training Officer, Operations Officer, and Deputy Inspector General for Inspections.
Kevin also served as the teacher representative on the TCOLE School Marshal Development Committee charged with creating the new program. In 2005, Kevin became a Certified Diver and has logged over 1200 dives. In 2007, he became a Divemaster, then Assistant Dive Instructor in 2009, and finally a Dive Instructor in 2018.

Jake Woese
Vice-President
Jake Woese has extensive experience in security management and the outdoor sports industry. Currently serving as the Director of Security for Major Events at Circuit of The Americas since July 2016, Jake Woese has developed expertise in overseeing event security. Prior to this role, Jake Woese was the Ski Area Manager at Hyland Ski and Snowboard Area for 18 years, from July 1998 to July 2016. Earlier in Jake Woese's career, a significant period was spent as an Independent Sales Representative for Hart Ski Company and Reusch Gloves/Apparel, managing the Midwest territory from July 1990 to July 1998.

John M. Helenberg
Secretary
John M. Helenberg serves as the Special Operations Lieutenant for the Milam County Sheriff’s Office. In this role, he supervises the Narcotic, Traffic, and Reserve Units. John previously served as the Director for Agency Operations at the Texas Commission on Law Enforcement, Program Director for the Texas School Marshal Program, and Executive Director for the State Veterinary Board. During his law enforcement career, John graduated from the 245th session of the FBI National Academy and served in several special assignments, such as Police K-9 Handler, Special Deputy U.S. Marshal, and deployed overseas as a police advisor for the U.S. State Department at the U.S. Embassy in Morocco, Africa.
John began his public service career with the Clear Creek Independent School District in Clear Lake, Texas, as a teacher’s aide and progressed to a teacher position at Seabrook Intermediate. John has worked with curriculum and has experience teaching for The Leadership Executive Management Institute of Texas at Sam Houston State University, The Justice Court Training Center, ALERRT Training Center at Texas State University, The Sheriff’s Association of Texas, and The Texas Commission on Law Enforcement. John served 25 years with the Texas Military Forces, promoting to the rank of Chief Warrant Officer 5 and serving as a military instructor for Defensive Tactics, Physical Security, Investigations, Firearms, Use of Force, and other related topics. John holds a Master Peace Officer License and Advanced Instructor Certificate from the Texas Commission on Law Enforcement and is a professional member of the National Guard Association of Texas and the Sheriff’s Association of Texas.

Patricia Simer
Office Manager
Patricia Simer serves as the Office Manager and direct administrative contact for Law Enforcement Support Service of Texas (LESSTX). With over eight years of experience working directly with law enforcement and first responder agencies and more than ten years of administrative support experience, Patricia plays a key leadership role in organizational coordination, operational oversight, and interagency communication. She manages daily administrative functions, supports executive leadership, and facilitates effective collaboration among partner agencies, community stakeholders, and public safety professionals across Texas.
Dedicated to LESSTX’s mission to enhance public safety and officer readiness, Patricia is actively involved in coordination and community outreach efforts that ensure law enforcement personnel have the tools, knowledge, and assistance needed to serve and protect their communities effectively. Her work has supported agencies statewide, including recent coordination and assistance for law enforcement and first responders in Central Texas during the July 2025 flooding. Patricia brings a strong sense of service, professionalism, and attention to detail to her leadership role, helping advance the organization’s impact and commitment to those who protect and serve.
